Dudley landlord fined for letting out ‘mouldy and hazardous’ home

Balraj Singh Timana, a landlord based in Dudley, has been fined in court after failing to make necessary safety improvements to a property that he allowed a family to rent.

He had already been served with a notice to carry out improvements to the property, following a council inspection at the site, and given 12 weeks in order to comply.

However, the West Midlands landlord continued to let out the three-bedroomed house despite there being a number of electrical hazards, as well as a dilapidated outbuilding and an unsafe external staircase.

Damp and mould were also present inside the property.

Mr Timana pleaded guilty for failing to comply with the improvement notice, after ignoring its requirements, and was fined £4,750 at Dudley Magistrates’ Court.

The landlord was also ordered to pay costs of £1,492.50, along with a victim surcharge of £120.

Councillor Gaye Partridge, cabinet member for housing, said: “This was a particularly worrying case as there were children living in the premises and the landlord had done nothing at all to comply with the notice.

“The staff in private sector housing work extremely hard to ensure the health and welfare of borough tenants which is shown in their vigilance in getting another case to a successful outcome.

“It is the second case in as many months and highlights our commitment to making sure that landlords who fail to keep their properties up to a safe standard will be prosecuted.”
